The song was written by lead singer Geoff Tate. The song was inspired by all the rain in Seattle. It's about a guy in the rain who is far away from someone and the rain is a metaphor for loneliness. Queensryche guitarist Chris DeGarmo wrote in the sleeve notes for the Japanese edition of Empire that "the rain is coming down and its used for a metaphor for being lonely. It's not all sunshine, blue sky, and beautiful weather while missing someone. The rain is representing the loneliness and sadness inside."
